THE CURRENT PRODUCTION STATIONARY WINDOW ASSEMBLIES ALLOW THE GLASS TO DISENGAGE FROM THE RUBBER AND/OR FRAME.

THE WINDOWS DO NOT COMPLY WITH FMVSS 217, "BUS WINDOWRETENTION AND RELEASE."
What to do
INSTALL TWO RETAINING CLIPS AT EACH NON-COMPLYING WINDOW.
